for meeting the skilled/technical manpower requirement of Private Sector
job portal of Central Employment Cell was launched on 1/1/2007.

It has been made compulsory for all employers to make Identity Cards for
their employees within three days of their appointment by amending the H.P.
Minimum Wages Rules,1978, Contract Labour (R&A) H.P. Rules,1974 and H.P.
Inter State Migrant Worker (RECS) Rules,1979. This will ensure that the
workers are properly identified and that they are getting all their dues.
In case of any mishap they /their dependents shall get appropriate
compensation.
Software
of Identity Cards has been developed by NIC H.P. and the same can be
downloaded from the official website of the Department of Labour &
Employment Department. As on 1/11/2007, 1,35,304 Identity Cards have been
issued.

Computerization of the Department: Computer hardware has been made
available to all Labour Offices and Employment Exchanges by the Department
of Information Technology, Himachal Pradesh. Majority of the Employment
Exchanges have been computerized. Software for Registration & Renewal of
Factories under Factories Act and Registration of Contractors under
Contract Labour (RECS) Act is being got developed through Department of
Information Technology, H.P.

In order to facilitate both the Pvt. Sector Employers as well as Himachali
youth, Department has started encouraging the Pvt. Sector Employers to go
in for campus interviews at different Employment Exchanges for their
manpower requirement of 10 or more unskilled labour. The youth is
facilitated since they do not have to travel a long distance to the Pvt.
Sector Employers factory for the interview. They have to instead go to
their Employment Exchange. The Employers are facilitated because they get
a much better turn out of candidates for interview, thereby giving them a
much better choice.

The Department, through its Regional/District Employment Officers and
other functionaries of Employment Wing, is giving Vocational Guidance
Talks in Higher Secondary and Senior Secondary Schools as well as in
Colleges. The new initiative taken is to invite Senior Executives of
Private Sector to such talks whereby they give information on the kind of
manpower and skills in demand in Private Sector including soft skills like
communication skills and tips on how to have interviews.
