I am immensely pleased to find that the Department of Environment & Scientific Technologies, Govt. of Himachal Pradesh is going to launch its web-site on 5^th June 2008- the World Environment Day. We are committed to improve the effectiveness of environmental management, protect vulnerable ecosystem and enhance sustainability of development. We would usher in sustainable development in order to bring about socio-economic prosperity in the State. Our vision is to conserve the Himalayan environment and yet keep the wheels of progress moving. My Government looks forward to all round development of the State without compromising the need for protection of pristine Himalayan ecology and environment. I hope that the Department of Environment will play a constructive role in harmonising environment with development, which we so desperately need in today's perspective. With the challenge of Global Warming putting our very existence at stakes, my Government is bringing out a Policy on Carbon Credits which would contribute to Green House Gases (GHG) mitigation. Besides, I have already made a strong case with the Union of India for compensation in lieu of preserving and conserving our natural resources, which is the concept viz " Payment for Environmental Service", so proactively being practiced in many parts of the world. My Government is committed to make use of scientific innovations for sustainable livelihoods. We would strive for creating biotechnology infrastructure in the state, promote bio-business for entrepreneurship development and employment generation with promotion of valuable herbs, medical and cosmetic plants. Biotechnology initiatives of my Government also envisage extending forays into application of futuristic nano-technology in the health care and medical diagnostics by encouraging private entrepreneurs.

I compliment the Department of Environment, Science and Technology for adapting the contemporary posture in pursuing the functional responsibility of the Department. I am convinced that the web-site would develop itself into repository of the environmental knowledge for the benefit of student, planners, scholars etc. I convey my heartiest congratulations and best wishes to the Department for success in this endeavour to protect the Himalayan ecology and environment.
