Topic No. 7:   How to boost the Economy of a Hill State like Himachal Pradesh

          Although the present Government has taken many measures to boost economy of the State. Primary requirements shall be better infrastructure such as roads, rail link, world class airport and un-interrupted power supply. Himachal Pradesh primarily is agricultural State where lot of scope to encourage more fruits, flower production and agro based industries, since these are perishable products there is urgent need to set up a world class airport either in Una or near Mandi. Farmers will be able to supply their products to Europe, Gulf countries and Africa etc. directly from Himachal. This will give great boost to the economy of Himachal. Environment polluting industries may be avoided.

          Himachal Government may start some Juice or Beer factories at places, where fruits are easily and economically available. Himachal is also famous for tourist places, but our Government is boosting tourism at places like shimla, Kullu etc. Government should start boosting the tourism at Tribal and remote areas. Government should also start some hospitals and education institutes in and around Rampur and Kinnaur.

          Himachal Pradesh is also best suited for farming of orchid which has good market, apart from fruit/vegetable production. Goverment should consider Horticulture(orchid) in large scale. If Logistics in Himachal is improved then its economy will boost. Airport is must to transport fresh fruits and flowers to European and Western countries. Economy can also improved by providing Medical Tourism. Foreigner tourists will like the idea of availing medical facilities as well as recovering in such a beautiful place.

          I think the State should emphasize on wind power generation as there is huge scope of it. Where ever the arcs get made in between two hills, there is always good amount of wind blowing throughout the year. There is no policy for wind power as yet in the State.

          Concept of profitability and accountability may be introduced in corporations. Co-operative farming movement required to be implemented and natural resources may be used for industrial development in HP.

          Promote all local products and help farmers in marketing. If every citizen of Himachal give his/her contribution/services honestly in their feild, then no need to do other things to boost economy.

          No doubt the Government of Himachal Pradesh is keen to boost economy of the State, but I think the way they have choosen by putting more industries and by setting up big hydel projects is not fare. This step is causing extreme air and water pollution, it is also damaging the culture and natural beauty of Himachal. One way to increse the economy is to boost up the tourism and culture.

          The following measures are recommended: a. Motorable roads to all villages. b. Experts in various fields to head the departments. c. No compromise on quality of work.

          In agriculture sector the State should promote and invest for cash crops and medicinal herbs and water conservation measures should be started. Apart from this ecotourism should be promoted and more eco friendly tourist destinations may be developed.

          Every village should be connected with metaled road, three phase electrity. Every field should be given irrigation facility. Big industries should be set up to irradicate un-employment amongst educated youths, major water streams should be channelised, attractive lakes should be constructed to boost tourism. The offices of PSUs/ Departments should be shifted to every District from Shimla. The proposed railway lines should be got sanctioned from the Central Government and constructed.

          Firstly I would like to applaud the State Government in the steps its taking. Recently it was announced that every village with a population above 250 will be connected by road. Which will be a huge positive to the economy. Himachal is one of the prettiest place not only in India but in the world. As the Indian economy grows tourism can become a big driver for the State economy. The Government should take a pro active steps in making Himachal a destination in the world. Take a leaf out of Rajasthan which has a very good model for tourism. Himachal has lot of old colonial houses and castles which if marketed properly can get high spending tourist who chose foreign destinations.

          Floriculture is big-time business. While many exotic flowers are grown in the wild, it is time to grow them in a professional manner to generate revenue for the State.

          No doubt the Government of Himachal Pradesh is very keen to boost economy of the hill State, the only option the Government has seen is harnessing the river water resource in the in the form of hydel projects and by putting more industries. There are other ways in which the economy of the State can be boosted. Wind energy is one of the option which if explored can give tremendous results while saving time as compared to hydel projects which are time consuming and threatening to nature. Floriculture is yet another option and the Government should educate the agriculturalists of the State and taking the marketing in their own hands. Another option is of Growing organic crops like wheat, paddy and maize and other cash crops which are very much in demand in the metros and possibility of exporting. Another option is of growing and collection of rare herbs used in medicines. These projects are the one which can be taken at Panchayat level and giving alternate source of income to the people of the State. For irrigation and public consumption of water, chek dams and proper harvesting of the water can boost the agricultural sector and the economy of the State.

          To boost the economy of Himachal Pradesh, main sectors which need attention are, agriculture and horticulture, energy generation and tourism, especially religious and medical tourism. Out of these Government is paying attention towards energy and agriculture, though still a lot can be done in these areas. Tourism is also being promoted but health tourism is being neglected. Himachal is the origin of Ayurveda and still we do not find any encouragement from State Government in this field. Many private players can setup big modern hospitals here so as to attract foreign nationals rejuvenation health packages. Government is already working on making Solan as an education hub and this is a welcome step provided the quality of education is checked and rights of bonafide Himachlis are protected.

          Economy will automatically boost if education specially higher education is provided in all the districts and candidates should not approach outside the State for higher education and pay additional money. Outflow of economy to other States must be considered and minimised.

          Economy shall boost if Government make policies to educate people about respecting our natural resources and tourists. Special packages should be given to IT industries, development of rural infrastructre and creating awareness among citizens of the State to undertake bussiness oportunites with in State in an eco friendly manner. Local fairs, festivals and temples, which are rare and unique should be promoted at national and international level.

          I believe Himachal Pradesh still lacks in basic infrastructure like good airports, broad gauge railway lines. Government should think of Public Private Partnership (PPP) models to develop infrastructure in the State. These projects shall create employment and invite industries to the State and boosting economy.

          In a state where agriculture is main occupation, extra emphasis should be given to agriculture based industries. Railway and air network should be constructed in the State and at least every district headquarter should be connected with rail network for transportation. Government should also provide tax rebates to industrialists to attract them to setup new industries. Education is main requirement for development of any region/society. So high quality educational facilities should be available to every child.

          This is best way to establish more and more fish farms in the State. In Himachal 36000 km of lakes, 42000 ha reservoirs, 1000 ha ponds and 1700 ha cold water chain is available. Government must go and uplift fisheries sector.

          I believe that State Government should allow private sector participation in information technology. Besides this by introducing more and more professional courses at college and school level, the himachali youths can get quality education at there door steps. At present as per my knowledge there is only one industrial hub in himachal at Nalagarh and Baddi. It could be more beneficial if more and more industrial hubs and IT parks be developed.

          Himachal Pradesh is fortunately on the road towards growth, however what is urgently required to boost the economy is the pace of growth. The State Government has been contributing in building the infrastructure in various sectors like tourism, horticulture, roads, hospitals, education, industry etc. But keeping in view the overall pace at which the world is getting transformed - the gap is increasing every year. I strongly feel that the State Government shoud keep pace with the growing world economy.

          Floriculture is big time business. Many people are working in this field, it is time to grow them in a professional manner to generate revenue for the State. Government has taken good steps in this direction. Government gives 80% subsidy on polyhouse. Government has planned for 28000 polyhouses. People of the State should take more initiatives for this scheme.

          We should try to give preference to service sector industries like IT, BPO, Telecommunication. Still, the State is not well connected with the rail network, which plays a vital role in economic development.

          Nature has been kind enough to bless Himachal with its natural and seasonal facinations. It has snow clad high mountains, pure water rivers, natural lakes, beautiful water falls and rich variety of floura nad fauna. Environment which is the biggest concerns worldwide is the backbone of Himachal Tourism. It is the necessity of time to utilise these natural resources for the upliftment of economy of the State. More stress be given on the development of the basic infrastructure like road and electricity so that the people not only from India but even from other countries be able to enjoy the blessings of nature which are still to be unvieled in the remote and interior Himachal. More professional training be given to the young people of Himachal to be able to join tourism as profession. subsidies packages be granted specialy to the himachali people engaged in tourism buiseness so that they continue this.

          Transportation sector is major cause to effect the progress, So State Government should improve transportation infrastructure. The State Government implemented so many schemes eariler and the maximum revenue accured through these schemes in sectors like horticulture, flowericulture, green houses etc. and education sector is also growing up in the State. Rest of all is going up to mark and the aforesaid definately will boost the economy in the hill State of Himachal Pradesh.

          Taking in consideration the geographical conditions of the State, Himachal Pradesh should focus on the sectors which could sustain for long such as tourism, horticulture, hydel power, etc. The need of the hour is to exploit the enormous tourism potential of the State via destination development, better infrastructure and connectivity facilities, adventure sports, etc. Secondly, the State of Himachal Pradesh is addressed as the fruit bowl of the country. The State Government should try to focus on the horticulture sector and awareness sessions to the rural people on latest trends and techniques. Though the Government has started number of initiatives for this sector but these initiatives and schemes should be known to the concerned, who are growers. Thirdly, Himachal Pradesh has to exploit its hydel power generation potential to the maximum which is highest in the country and so far it has not harnessed even to its quarter. I strongly believe that the above recommendations could help a lot in boosting the economy of Himachal Pradesh.

          As per me, HP Government should improve its infrastructure like road, rail, air ports. With this infrastructure we can export our fruits to other countries and gain good profit. HP Government should starts good training courses/awareness camps for agriculturists and horticulturists.

          Himachal is considered to be a biodiversity rich place. We had large potential for hydroelectricity and we tapped it. But in case of tapping biodiversity we are not that much successful. With advent of biotechnology in India, it is now possible to tap this potential to a higher extent. So Government should emphasis on biotechnology sector and should make it special case for economic development. Big biotechnology players are looking for such biodiversity places where they can get a new products.

          Speedy approvals from concerned agencies are required for investments (specially in Large/Medium enterprises) so that new plants can be setup in Himachal which is famous for Tax Free Zone (Baddi) and this will add to jobs to Himachalis. We should also do road shows Globally to attract more of foreign industries as well.

          Himachal has vast potential of tourism. Even smallest village has the ability to attract National as well as international tourists. The main requirement for this is to devlop proper infrastructer. This will help Govt. to remove not only unemployment but also increase per capita income of people of himachal. Further as climate of himachal is so good and pollution free that it can also become an education hub for not only students from our own country but also for those who belong to other part of the world.

          Terrain and geographical location of Himachal Pradesh can be used to the advantage for the people of the state. Tourism has the ample scope in Himachal pradesh. Number of sites in Himachal can be developed as tourist destinations. Religious tourism should also be regulated in right way for the benefit of local public and State. As in the State of Kerela, ayurvedic tourism has the potential to make Himachal a popular destination for tourists of India as well as of abroad. For these things to happen, Himachal has to be project itself as neat and clean State where one can feel near the nature. Ban on use of polythene bags is a welcome step by the present government in this direction. Tourist destinations should not be allowed to turn into concrete jungles and for this, strict legislation should be formulated for development of these destinations as well as of potential destinations. So in my view tourism is one of the many ways to boost economy of Himachal Pradesh.

          Himachal has great potiential in agricuture and horticulture. With these two things the State may improve per capita income. There is need to establish agro based industries, and these in-turn may promote tourism. Ultimatily tourism is the basis of our economy. Village need based small industries like farming tools etc. should be promoted.

          It is good to see that many people are talking about developing the Infrastructure and using natural resources for Power Generation. I appreciate the Government for taking these broad steps but on the other hand it is an irony, we are not developing the IT SOFTWARE industry in the State that has revolutionized India incredibly over the last decade. It is only the IT industry that can stimulate exponential growth of the State and lead to further development of the infrastrusture and also create jobs at every level for Himachalis.

          Himachal is a hill State due to this availability of high head water resourses are present. We should utilise it in power generation keeping it in mind it should not affects our beautiful atmosphere. Now in the mean time in india power demand is more but generation is less. By generating more power we can boost up our economy. Secondally we need to improve the aggriculture standard with scientific manner so that we can compete our aggriculture products with world.

          Agriculture, Horticulture and Medicinal plants cultivation should be promoted. But marketing requirs managerial expertise in the form of organic certification. Better road networking, air connectivity and Modern Subji Mandi can boost the economy of the State.

          Hilly States like himachal have a good geographical condition to establishment of hydro-electric projects and ecotorisum. It may lead to development of the State including far flunge areas. But all projects may be approved after looking all aspects of growth of State and peoples of State.

          Government needs to have a strong will-power to end corruption and better utilize public funds.

          An economy is the ways in which people use their environment to meet their material needs. It is the realized economic system of a country or other area. It includes the production exchange distribution and consumption of goods and services of that area. The study of different types and examples of economies is the subject of economic systems. A given economy is the end result of a process that involves its technological evolution history and social organization as well as its geography natural resource endowment and ecology among other factors.

          Government has taken a good step by opening doors for Private Universities. The money of the State residents which was being in other neighboring States would be retained. This will also help in Employment generation. Alternatively Tourism is a field where the Government should work upon. The State would have a rich potential for attracting global tourists. Rajasthan has done a decent job in promoting their culture and handicrafts. They have preserved it really well. Himachal Government should come up with schemes and policies like that. Roads are the life-line of any economy. Developing a planned infrastructure is must.

          Harnessing hydel power potential. Promoting tourism (improving transport network of roads, tunnels, railways, airports, ropeways etc.) and improving hygiene, sanitation and drinking water facilities. Commercial but aesthetic and conservative forestry. Improving horticulture (besides apple boosting sub- tropical fruits). Boosting floriculture, medicinal, aromatic plants cultivation. Improved agriculture (boosting cash crops, minimum tillage practices, organic farming, vermiculture). Boosting dairy as rural household activity. Practicing energy conservation practices besides boosting solar energy system, solar passive buildings. Practicing water conservative practices besides boosting irrigation through small channels, sprinklers, drip irrigation. Promoting job oriented technical and applied science education. Establishing education hub to siphon in money from other States and preventing siphoning of money to other states. Constructing buildings on waste lands than on productive lands. Making the State free of weeds and of monkey menace to bring additional land for productive use. Boosting rural craft and self help groups (SHGs) as mini banks for mobilizing rural economy. Revising cooperative systems without subsidy incentives. Devising improved marketing network system for various products/producer of the State.

          Himachal Tourism should start speedboat rides from Pandoh to Aut as is very popular event in Newzealand. The lake is most ideal for this thrilling ride.

          To boost economy in hill State like Himachal Pradesh, we have to see our strength which is Agricultural sector. I am from the lower Kangra district. Most unfortunate thing which I have seen in my area is that lot of farmers are leaving cultivation these day and leaving their fields empty without any crops. We have to encourage our farmer to increase cultivation and fish farming. We also have to see that how we could be able to provide water supply to farmers who are at top of hill and the farmer who are near to river side. We have to encourage farmer to think differently and cultivate through different techniques. Tourism sector is our plus point, we have to promote Tourism not only in some place like shimla, Manali but in another places also. Only a collective effort in Agriculture and Tourism can boost economy of Himachal Pradesh.

          First of all thanks for giving such a forum to the residents. Himachal is facing a lot of migration to foreign countries and the reason behind this is lack of opportunities for youth in the State. I feel that most of the industries set up in the industrial areas in Tahliwal are not labour intensive and they are not paying much to the labourers. HP has got a lot of potential to grow but industries are benefiting the owners only. HP has capability to provide electricity and water to the industries. Government should give preference to labour intensive units. A list showing all the industries in Tahliwal and other areas is not available on net.

          First of all I appreciate this idea of Himachal Government to bring this topic on to this forum. Although there are many ways to boost economy of Himachal Pradesh, but from my point of view it would be better to conserve our natural resources and make our state economically strong. As far as forest of Himachal Pradesh are concerned, most of the mid and low hill area has been dominated by pine trees. These trees shed their leaves, which make a carpet on soil. As a result, this carpet does not allow the grass to grow during rainy season. People in the surrounding areas set fire to these dry needles so that they can cut grass for their cattle. In this forest fire, we are loosing our precious flora and fauna. Pine trees are good source of resin which contribute to strengthen state economy. A scheme can be launched for villagers, In which they have to collect pine needles and Government should buy these pine needles from villagers and further compressing these needles into small blocks and selling these blocks to industries in Himachal Pradesh. These industries can replace coal with these pine blocks. In this way Government can provide more employment to villagers, save forest wealth and financially make more strong itself.

          Government should boost more agriculture, horticulture, floriculture, milk, fish, goat, wool and sheep yield in the State. All these activities are environment friendly and yield more out put to State. Heavy tax on other State goods import particularly use of chicken and milk from Punjab and Haryana. Heavy tax on vehicle owner, I mean car etc. owner of any make and capacity.

          HP Government should improve infrastructure like road, rail, air ports. With improved infrastructure we can export our fruits to other countries and gain good profit. HP Government should starts good training courses/awareness camps for agriculturists. Moreover Himachal have lot of natural resources and State should harness these resources in an environment friendly manner.

          Our State Himachal has been blessed with exotic beauty of the Himalayas. This can be harnessed to give boost to the economy of the Himachal. Tourism industry can be developed to a much greater extent touching the rural areas of Himachal and probably organising camps for stay in villages at a mass level. Horticulture and the agricultre need to be at the peak in order to boost the economy. So more freindly environment should be created for development of both of these sectors. Non conventional energy resources like bio gas, wind, solar energy also have great scope for utilization. Commercialisation of the rural life can be great asset to our economy.

          Himachal Pradesh primarily is a tourism and agricultural State but there is urgent need to set up a world class setup. Goverment at present trying its best but main thing is that how to trasnport our products to international market as if we take the example of China, they have covered all our neighboring countries, middle East, Europe and has expanded all over the world. The main thing is that they are strong on domestic level, we must support our small scale industries for a rapid growth and we must need a vision that our product can compete in international market. It is possible when we directly interact with farmers, entrepreneurs and make such laws comfortable to all.

          Government must put great efforts for information technology sector in the State. At present there is great number of graduates in the State. Government must invite some big corporates to the State. There would be manifold advantage of this. IT does not produce pollution and we can have some of the most beautiful offices in the hills. A new office does not just give the employments to the graduates only, but to thousands of other non technical people.

          It is time to explore the hidden power of the State. To boost economy of the State, I think emphasis should be on enhancing/exploring natural resources which are abundant, like hydel power, agriculture, horticulture etc. We are known for apples but other prducts are waiting for their upliftment. Since 'Chacha Nehru' compared the State with Switzerland, hence we may take some tips from Switzerland.

          It may be difficult to set-up raw material based industries because of tough geographical conditions. Although tourism and hotel like industries are already playing a significant role in boosting economy of the State. My opinion is to set-up such industries which require less raw material and must be eco-friendly. So there are industries which comes in my mind, are Information Technology and Education which require almost no raw material. So if we want to boost the economy of the State and save environment, then we should go for Information Technology and Education sector industries.

          To boost the economy of our State, we need to adopt wholistic approach. Priority should be on developing all weather roads, water harvesting by creating small water bodies for irrigation to crops etc., advanced farming in agriculture and floriculture, creating livestock wealth and lastly industrilization.

          The economy of Himachal Pradesh is mainly based on two sectors agriculture and tourism but to grow fast we need to develop our SEZ and also need to develop our tourism as Kerla State did. Himachal is second in education but there are very few opportunities for job, so people are going out of State. We also need to develop our basic infrastructure to boost the tourism and industrilisation.

          In last few year Government of Himachal is performing good as compared to other States. We can boost the economy of our State by doing the following things by keeping one thing in the mind that not to cut the trees. Open software companies. Open as many call centers as you can. Promote tourism by organizing events i.e. cultural activities. Make at least 5 circket grounds plus point of this is whole world watches circket match and that has plus point i.e. people will come to know about the beauty of himachal. This leads to the promotion of tourism in himachal and that too in free of cost. Make Dharmshala, Baddi, Hamirpur, Palampur, Sundar Nagar, Mandi, mobile cities. We should have good service of buses so that people outside of State should not face problem to get the ticket. There should be a site which should contain the latest events which Himachal Government is planning to do in comming few months. Last and most important do the publicity of the site.

          Everyone is giving emphasis on tourism but nobody is giving preference to agriculture sector, this is very true in future ultimately we have to move towards agriculture. We can go to floriculture sector, there is a huge potential. As the climate is changing continuously, so that we can not only depend upon tourism Sector. If tourism is our priority then we have to develop those sites which are still not explored for example Beed, Jalori Jot, Bara Bhangal ,Karsog belt and so many others Government should organize seminar on these topic with expert ones.

          In my opinion, industries like tourism, service sector, software, education, food and fruit processiong would be a good start in the right direction. Tourism means good quality high paying tourism. Companies may buy our fruits and process them. We may open up number of IT Parks but they also require cost effective and trained manpower.

          The very best way to boost the economy of Himachal is step by step approach, I think which should include proper linking of villages with metaled roads and next should be to develop human resource that is required for various sectors in Himachal and not to establish low grade institutes, which help in short term gain and lead to unemployment and social and economical insignificance among the youths. This will also lead to long term and systamatized boom in economy. There is yet shortage of enough information resources at various places, which is utmost needed to have edge on other States.

          Thanks for giving the opportunity to share our views on our very own Himachal Pradesh. What I feel, that we should promote self employment schemes all over Himachal, besides giving more concentrated efforts in promoting tourism and agriculture. I feel that youth is our strength and this resource should be amply utilised.

          Himachal Pradesh is a State with terrain and mountains and this geography can be taken as an advantage for the State. The beautiful hilly State has bottlenecks like infrastructure, unawareness, which are acting as a roadblock in the growth of economy. So the first step should be taken to improve infrastructure. The second most important action should be taken to promote tourism. The State should do marketing to promote tourism. States like Kerala are leading ahead because they had made people aware of their State's beauty, whereas in Himchal Pradesh such efforts are missing.

          Although, we are growing very fast in education sector, but because of less job opportunities in Himachal, our students are going out of State for jobs. So in my opinion, our Government should set up automobile and software companies to improve the students moral and of course, we also have to improve our agriculture skill. This can be done by opening new agriculture institutes in State, so farmers can be educated for growing crops and fruits.

          In my view local representatives preferably MLAs along with Agriculture department officers should conduct visits of farmers to the established farms. This would generate interest amongst the farmers who are not initiating to opt for poly houses. Students from colleges who have parental land should also be invited for such visit. Cash crops are best suited for development of economy of a society. Government is lacking in making farmers aware of the schemes. Proper awareness through practical methods would bring good results and further result in good governance, fame and achievement of goals.

          I am really happy that Himachal Pradesh Government is very keen to boost the economy of the State. No doubt, Industry, Hydel Projects etc. are the main sectors to boost the economy. But Government should also gear up effort to irrigate the agriculture land so that farmer of Himachal would increase their agriculture and holticulture production and their living standard may be uplifted and moreover Himachal may be self dependent in the food production. Emphasize may be given to provide roads in Rural areas so that farmars may transport their produce to 'Mandis'.

          We should encourage the entrepreneurship spirit in the State particularly the young mind should be guided to start up their own innovative business concept in different areas, for example (i) New poly-houses should be built in the state to produce more agriculture products. (ii) Diary farms and related products must be increased in the state so grass root people could be benefited. (iii) Handicrafts development and promotion work must be taken up with high spirit so local people could generate money from their hand made products.

          Tourism is the best way of boosting the economy of Himachal Pradesh and we should explore the new areas beyond Shimla, Kullu, Manali and Dharamshala etc. i.e. the untouched tourist places. To attract the tourists to these areas we have to develop the basic infrastructure like good roads, so that the tourists have assess to these areas easily.

          Inviting foreign schools and universities to impart education and making the State an education centre for higher learning like engineering, management, architecture etc. Promoting various form of tourism like rural, health and adventure through participation in international fairs. Establishing research institutes for flora and fauna.

          Rich economy means rich masses not rich govt. Once general public is rich, govt. automatically becomes richer. Honestly, allow public to work for their betterment and I am sure economy of any place would boom like anything. States like Maharashtra where there are hardly any natural resources are doing far better than Himachal where God has blessed with plenty of natural resources like natural beauty, good weather conditions, neat and clean atmosphere, excessive water resources, hard working honest and fairly rich people, excessive forest wealth, fertile land etc. We need to develop system to clear any developmental project from single Table/window within stipulated time period. Here time is important than anything. In addition proper utilization of natural resources available, Govt. should plan and fight for Big Software Parks, Electronic hardware development and manufacturing units and labs, establishing stock exchange like BSE. Improvement of Rail Link is one of the primary requirement for improvement of economic condition of the area. I wish to see HPs sky full of helicopters and air traffic control working day and night on thousands of helipads everywhere in Himachal.

          Himachal has a major role to play in the development of our country in 21st century. The Green Industries are the best way forward. State has more potential in Tourism, Education and Agricultural sectors. Nature has blessed Himachal with both hands. We already have good connectivity to all tourist destinations but still there is a scope for improvement. We urgently need couple of world class Airports, fast train services and well maintained tourist spots to attract more tourists. Education industry is also dependent upon better infrastructure of the State. Last but not the least Agriculture has yet more potential to increase the income of people of Himachal Pradesh. We need scientific survey of all regions to propose the best cash crops for particular region. We can grow all possible vegetation in different areas of Himachal Pradesh due to diverse terrain but because of ignorance, people still continue growing wheat and maize, where other lucrative crops are possible. Himachal is a good model for the country where growth is uniform throughout all sectors of society.

          It is beyond doubts that hill economy of the State needs special attention through synergic efforts emphasizing on development, management of resources (natural as well as human), good institutional mechanism and progressive policies, etc. The consistent progressive growth of the state is largely dependent on natural resource, which supports more than 80 percent population of the State by supplying essentials of their daily life needs. The most valuable resource of the State The Forests are serving at their own, managing somehow at their own to survive the greatest fury of nature. Forest fire destroy forest cover every year. I appeal everyone to keep a sympathetic eye for our forests and save them from destruction. Only then the development would take step forward and ultimately to the State beyond excellence.           Himachal Pradesh should be developed as a tourist destination. Infrastructure should be built at popular tourist destinations. Natural beauty should be preserved. places like Rohtang Pass, McLeodganj, Bharmaur lack better roads and tourists spoil the nature due to the lack of facilities. Adventure tourism also has a very good scope in Himachal Pradesh. High snow clad peaks lure the tourists but sustainable development of infrastructure should be done to promote tourism in these areas so that they remain the forever source of revenue to the hill state.

          Himachal should work aggressively towards generating revenues from various energy saving (CFL lamps) and waste reduction (Polythene bans) progammes launched by the government. Government/ organisations should apply to United Nations Framework Convention on Climate Change (UNFCCC) for earning carbon credits. One carbon credit is equivalent to reduction of one ton of carbon-di-oxide. Carbon credits are currently trading at around euro 12 per unit. For example recently ITC hotel earned 1996 carbon points by changing to CFL lamps in its hotel in Kolkatta. The carbon credits can be later sold to earn revenue which shall be used in economy improvement programmes.

          To boost the economy of the State, there is urgent need to provide the facilities of irrigation to farmers. In this hilly State large population relies on agriculture, and farmers mainly depend on rain water. Now a days, as the climate is changing and farmers are not getting adequate rain. In this concern I feel that there is need to enhance the capacity of irrigation to boost the economy and food security of the State.

          The opening of so many private Universities have given a boost to the economy of Himachal Pradesh and Himachal is going to be an educational hub in upcoming years. Last month IPL match at Dharamshala has also helped a lot in promoting tourism. Being a hilly state, the best way to promote the economy of state is by promoting tourism by means of promoting schemes like home stay. If tourist places are well maintained and various treks in the state are advertised at a national and international level, the economy will get a big boost as the state has great scenic beauty. More over if some steps are being taken at the right pace and proposed IT parks in HP start as early as possible it will help in strengthening economy of the state.

          While there are various ways to promote tourism and I am sure the Sate Government can higher the expertise, but I wish to emphasize the degradation of the nature taking place day by day due to un-planned construction. Every where the housing and commercial complexes have come up. The towns look extremely crowded and dirty due to the congestion created and presents bad sights. I think the Government and the public at large need to be educated. Environment and ecology need to be preserved. This will be One of the contribution to boost the economy, as it will encourage quality Tourism.

          I think in our state individual land holding is shrinking day by day, one has not sufficient land to go for a large cultivation of any cash crop. Therefore small units of captivated floriculture whose return will be handsome, if the marketing facilities is provided in a big way by installing cold store in every district and improved varieties of exotic flowers is supplied with technical know how, with the help of the horticulture department.

          Himachal can improve its economy by improving the religious tourist, By making the climate more comfortable or minimizing carbon emission in the environment, instead of cutting down trees for paper and furniture, we can provide tree farming. Cultivate commercial trees which can be sold in the market for commercial work. By doing this we can save our forests and improve natural environment as well as rural income will also increase. Choosing wind energy for power generation, districts like Lahual and Spiti are on high attitude and heavy wind flow is very common in that region. Wind energy must be significantly produced in that area which also would not yield any adverse side effect on nature. Instead of making dams we can choose this medium for electricity generation.

          In my opinion we have few things that must be taken into consideration. Preserve cultural heritage of Himachal, pollution free atmosphere of Himachal Pradesh. Agriculture sector which helps more than half of the population of Himachal for earning their livelihood. So keeping in view the first two things, Information Technology (IT) sector can be invited to start business in Himachal. As the resources used in IT industry hardly cause any pollution, we can think of this option. If possible there should be quota (as we have today) for himachalis in industry which are in Himachal Pradesh. So as to generate jobs for Himachalis in Himachal Pradesh. Small scale businesses should be encouraged to raise the living standard of the population living in villages. As already said in the number of views marketing of the products prepared in Himachal Pradesh should be effective to keep progressing the business.

          In my view the non himachalis should be allowed to buy agriculture and residential land. The advantages will be numerous. One that land price will go up which means circle rate will go up and in turn state will get higher revenue in the form of registration/transfer charges of land. Two employments will go up. Three businesses will go up. For example I want to buy agriculture land and grow bio vegetables and adopt water harvesting techniques but because I cannot buy land I cannot do it. I am sure if my project is allowed then it will provide employment to locals and obviously if I will grow something then I will sell it also and the money earned will be ploughed back in the business. The main source of income in himachal is tourism, I think we should look at other avenues as suggested above so that the land also not destroyed and status of living of locals is also improved. In case this is a serious platform of discussion then I am a serious investor.

          One of the most important ways by which the economy of the state can be improved, and an overall increase in rise of standard of living brought among its masses is by way of improving the socio-economic conditions of the women. What needed is the economic independence of the women with an emphasis on their education, state of health and economic independence. There are many prospects available. One of them is to develop skill in cottage industry, and weaving and manufacture of handicrafts. What is needed is the localisation of cottage industries keeping in view the local conditions, the predominance of raw material and the local skills. Panchayti Raj Institutions can have really great role to play in this field. Efforts are already there, but, need is to promote them on large scale. As said, when you educate a man you educate an individual, when you educate a woman you educate the entire family.

          Agriculture sector and tourism sector are two main drivers of Himachal's economy, Government Policy have been good in past, but main lacking points are in the infrastructure and irrigation facilities. International Airport in HP would be a great boost for tourism plus railway links to Kinnaur and Lahaul and Spiti would solve transportation problem. Public Private Partenership model would be ideal for such big projects. Further, Himachal can also become an education hub in the region etablishing quality institutions.

          The State Government should encourage the business people to establish agro based industies in the state, which will also generate more employment opportunities to people at large.

          To provide awareness in agriculture and horticulture sectors to farmers and give them financial assistance or help them in the field of cattle business. Also provide free computer education to people living in remote areas.

          Give opportunity to BPO, IT and ITES industry, it is pollution free and people would like the working condition/ climate of Himachal. Also they will have better paying capacity to boost local markets. Himachal has good roads, air connectivity and infrastructure.

          Infrastructure is a key contributing factor. A good infrastructure allows maintaining open lines of communication and information to flow. Quality Education also plays a major role in a growth by providing skilled workers able to perform the necessary tasks. Besides these number of opportunities are waiting to point like BPO/KPO, innovation in Tourism, service industry. First thing which is most desirable is industrial growth for any economy is entrepreneurship skill. It has a cascading effect on employment as well as economy development. This is the time where government has to look beyond the traditional way of growth and start encouraging the masses for future perspective.

          Boosting the economy of a hill state like Himachal Pradesh, first of all monitoring the environmental conditions of the state, so that environmental friendly or environmental suitable programmes like agriculture, horticulture are to be started. Plants useful for ayurvedic medicines may be planted. Moreover, the Government should motivate the youths of the states for self employment and giving them financial aid for starting self employed works or projects. Tourist places of the state should be well developed so that more tourists visit the state and people of the state should be more aware and educated so that they may utilise their own local resources in a good manner for maximum benefit for themselves and for the sate.

          I believe that government should encourage small farmers. Our youth is going outside for the search of jobs, if we provide them good facility and handsome income through agriculture, then of course our economy will boost. Right now our farmers are depending only on rains and whatever agricultural work they do in agriculture, is destroyed by animals likes Pigs, Monkeys and Sambars. If we give some attentions towards that our economy will automatically improve.

          Himachal Pradesh having very beautiful geography like Europeon countries. The State need to invest money in infrastructure for attraction for tourists. Juices and fruit wine should be produced and marketed with international quality standards. This all may be difficult but possible.

          I would like to give a greater attention to micro hydel power generation. The potential of tourism development may be given the next priority. All this should be done simultaneously along with other infrastructure development like construction of railways, heliports and expressways etc.

          No doubt the Government of Himachal Pradesh is very keen to boost economy of the hill State, the only option the Government has seen is harnessing the river water resource in the in the form of hydel projects and by putting more industries. There are other ways in which the economy of the State can be boosted. Wind energy is one of the option which if explored can give tremendous results while saving time as compared to hydel projects which are time consuming and threatening to nature. Floriculture is yet another option and the Government should educate the agriculturalists of the State and taking the marketing in their own hands. Another option is of growing organic crops like wheat, paddy and maize and other cash crops which are very much in demand in the metros and possibility of exporting. Another option is of growing and collection of rare herbs used in medicines. These projects are the one which can be taken at Panchayat level and giving alternate source of income to the people of the State. For irrigation and public consumption of water, check dams and proper harvesting of the water can boost the agricultural sector and the economy of the State.

          First of all I appreciate this idea of Himachal Government to bring this topic on to this forum. Although there are many ways to boost economy of Himachal Pradesh, but from my point of view it would be better to conserve our natural resources and make our state economically strong. As far as forest of Himachal Pradesh are concerned, most of the mid and low hill area has been dominated by pine trees. These trees shed their leaves, which make a carpet on soil. As a result, this carpet does not allow the grass to grow during rainy season. People in the surrounding areas set fire to these dry needles so that they can cut grass for their cattle. In this forest fire, we are loosing our precious flora and fauna. Pine trees are good source of resin which contribute to strengthen state economy. A scheme can be launched for villagers, In which they have to collect pine needles and Government should buy these pine needles from villagers and further compressing these needles into small blocks and selling these blocks to industries in Himachal Pradesh. These industries can replace coal with these pine blocks. In this way Government can provide more employment to villagers, save forest wealth and financially make more strong itself.

          The state government should upgrade infrastructure and give boost to organic farming and fruit/ horticulture and ready to eat food based industries. Besides the government should curtail population growth, change in demographics due to migration of Kashmiris. It also needs to ban plastic use in totality because the gutkhas and plastics are ruining the cleanliness of the nature. More spending needs to be done on raising a competent, moral and well paid police force which can protect the natural resources, curb illegal activities related to environment harming. Himachal also needs to focus more on knowledge based industry such as science based industries which can invent new things and reap benefits innovation and royalty from innovation.

          First of all I appreciate this idea of Himachal Government to bring this topic online. No doubt our present Government has taken many measures to boost economy of the State, but as per my opinion to boost our economy by set up industries i.e. small scale or big industries like hydro projects in the state, our govt. should provide proper infrastructure i.e. Railway and Airports network should be constructed in the State and at least every district should be connected with rail network for transportation of inbound and outbound materials by the industries. No doubt our Government has provided Excise tax exemption to industrialists to attract them to setup new industries, but the raw material transportation by the industries from other state is so costly. I wish to see Himachal sky full of helicopters.

          Hi, I have been to Swiss more than nine times. I have also been to Kullu and Manali and around. I did not see any difference in the climatic conditions. But the major difference is how they showcased their country. All places are clean and many attractive of modes of transportation. We need to create some extra-ordinary ideas of transportation, like linking mountain terrain with cable cars, which makes travel in a family adventure mode. Just like in Mt. Titlis in Swiss. We can attract more people to Himachal, when compared other snow destination in the world on the basis of well and neat infrastructure with lower cost.

          Hill State economy can be booted by, development of hydro electric projects, pawan chakkis to generate energy and may be sold to neighbouring States, By making poly houses, producing fruits and vegetables as per weather conditions in every district, by opening of industrial hubs in every district and roads as per requirement of industries may be developed for transportation of heavy vehicles and carry heavy machines from other states.

          Our State is full of nature and beautiful places. We have best option for overall growth in tourism sector. In our country there are many states, which are not having much support of nature to promote tourism sector, but they have developed artificial sources and making good revenue through tourism. We may not need to set up more industries in the state, if we try good tourism policies, so that we can take care of our growth as well as protect nature.

          The economy of the area, particularly hill, depends upon the potential having land and people. To achieve the goal we must improve first our education, roads, drinking water and electricity. More strategies should be developed in the areas including tourism, cottage industries, horticulture, small and medium scale industries. Himachal has rich areas of hydro, fauna and scenic beauty. So tourism sector should expend up to tribal belt. We can pay more attention towards cultivation of herbs as cash crop and activities of winter sports.

          In addition to Tourism as suggested by most of other friends, the topography and climatic conditions of Himachal Pradesh can easily hep make it top class education hubs in the country. Since the time of British Hill Station like Shimla, Kasauli,Dalhousie etc were chosen for educational purposes due to peaceful and conducive environment. State could use public private tie ups for setting up top class IT Engineering Medical and other institutions in the state.Industrialization at the cost of Environment should be an absolute NO as the same can be considered as equal to a person selling his family jewels to get bread and butter.

          Well all I can just say that to boost economy we don’t need to provide more jobs rather government should make effort to make more entrepreneurs. if people from different part of india can setup their business and industries in Himachal y not Himachali people. Himachali people don’t take risk of starting business as they want to spend smooth life but I think they should take this risk as more risk more gain.......govt is giving subsidy in all sectors but they are very few who take benefit of these facility. Public needs aware of all these things and it will increase the wealth of himachalis and also boost economy of Great Himachal Pradesh

          Although Himachal Pradesh has developed considerably in recent times but even higher development rates can be achieved. I think government should take steps to boost tourism. Unexplored beauty like that of kinnaur and rich cultural heritage needs promotion so that higher returns can be obtained at the same time keeping the environment and culture safe. Also owing to huge hydropower generation potential construction of more hydel power plants can be considered so as to increase the employment opportunities and gain profits by selling the SURPLUS electricity. Moreover higher investment in Human Capital formation should be made in form of improved education facilities both at elementary and higher education level which in longer run can contribute significantly for development of Himachal.

          Creation of more industrial promotion zones in the core area of Himachal Pradesh with full infrastructural support. Industrial areas already existing in Himachal are at the border areas i.e. BBN, Kala Amb, Poanta, Sansarpu Terrace etc. Such areas are not supported with enough infrastructure in order to promote industrialist and employees to reside in Himachal. Sole reason of economic development of Poanta is one of the good example. In fact people are earning from Himachal and spending in Chandigarh, Panchkula, Ambala, Jalandhar, Pathankot etc.

          To really boost up the economy of Himachal the steps that government decide to take should be started from the lower level. Villages and gram panchayats are the base of any district, state or nation and there should be proper implementation of schemes encouraging agricultural, horticulture, small industries, sports and other tourism activities. Whole of the administration should be fair and honest for such implementation. Government is doing its best to boost up the economy of state, but the target has not been achieved so far because of proper implementation.

          Govt. should improve the infrastructure like roads especially in remote rural areas, then should work on developing proper mechanism for marketing of rural produce. Nature has bestowed with immense natural resources both in term of renewable and non renewable. only need is sustainable harnessing of these resources. The local intellectual knowledge should be blend with scientific knowledge in harnessing of resources. People should be made aware of recent scientific techniques in agriculture and horticulture.

          As Himachal is not even geographically thus each part has to developed as per the conditions favourable there. For example, the extreme east side if full of natural resources like waterfall, wind energy, orchids, etc. So the strategy would be to concentrate on developing hydel and wind energy, cultivation of fruits, trout farming, etc. We require more places like Baddi where most of the manufacturing activities takes place. Govt., should try to develop more SEZ in each district. The manufacturing industries will require power which can be supplied from the eastern side which will create a win-win situation at both the ends. The problem of inadequate labour can also be solved from the neighbouring state like Punjab where there is always a shortage of agricultural man power. Currently most of labour to Punjab comes from Bihar and UP, which if govt. provides high speed rail links to the central areas of Punjab then our people can make most of it. And finally, govt. needs to have a vision road map.

          Various option available for development of economy of Himachal Pradesh are listed and known to strategic thinkers of Himachal pradesh.in my opinion all these options needs money Problem is not with options but the problem is from which option we should start whether from tourism ,or from hydroelectric power or handicrafts or dairy products. The road map for development is not clear. we should first brainstorm on the priority sectors which needs less investment that is selling education if it is not zero investment it is near zero investment sector and then after to higher investment sectors later on.

          The condition of agriculture in the state has been deteriorated in the past 10 to 15 years, especially in the Districts of Bilaspur, Hamirpur Solan and Kangra. Fields are left unploughed and the families are depending on the grains they get from Cooperative stores on Govt. Subsidy. There is great need to cultivate such land, to reduce the monkey menace and to provide irrigation facilities in more areas.

          Apart from uninterrupted power supply, better road connection, the biggest treasure of a hill state like Himachal is its nature. The forests make a big impact on the economy of the state. In the year 1985, I came across an article on increasing forest areas in China. Own the trees but not the land. The Govt. provides saplings to the citizens to be implanted on the Govt. land. The plants are nurtured by the people and grown up trees become the property of the person who nurtured it. Keeping in view of the pros and cons of the scheme in our democratic country, this can be given a serious thought.

          Himachal, which is one of the most beautiful places around the world and the best in India, where people come not only for the tourism, but to get relief from stress. A weeks tour to Himachal provides energy to people to serve in their jobs or business for the balance of the year. While the state has started promoting its tourism through Telemedia and FM channels, it is not that much penetrated as done by Kerala, or say Rajsthan or even MP to that extent. The promotion is a must and not only on domestic front but on global level. Railway may take ages to reach Himachal, Air connectivity is something which could be looked at. People do not reach Manali that ofetn as the road distance is long and flights are costly. Dharmsala airport is not known at all. Some more airlines have to be allowed to operate to these places apart from looking at new airports, so that people reach there.People coming through Air shall definitely be the ones, who will give more revenue to state. Another way is to allow certain Software or BPO companies to put their operations. Cities like Gurgaon, Pune, Bhubneswar have become big and popular post such revolution. The ideas are many and many people have same ideas, however implementation is a big issue, which needs to be looked upon.

          Himachal is a state having all capabilities and ingredients to set up a booming economy in the state. We need to come limit ourselves to areas around tourism and agriculture based development only. Following are the suggestions and both needs to go hand in hand. Firstly, Focus on tourism. Develop good infrastructure for tourism,develop the existing tourist spots. Provide packages so that this sector booms. Identify the new spots.Secondly,Develop the Infrastructure for setting up of IT industry and BPO. Develop SEZs and develop IT cities where people can work and live as well. Encourage MNCs to set up business and encourage public private partnerships in this area by providing tax holidays and benefits. To start with I believe we have some places like Nurpur or Jassur where we have better connectivity of Rail and Air. For example Pathankot which is just 20 KMs. There are adjoining cities in Punjab which can easily fulfil the need for skilled workforce, in addition engineering colleges in Himachal. It is only the thought process that needs to be changed. When every state is going for such steps and why we should not.

          Himachal is a best State for the tourism. We need to advertise our tourism with help of Media. In our state We need to Develop better Highway and Rail link which will help to Increase the industrialization. We need to setup the big Industries which will help to minimize the unemployment. Due to our geographical condition we have more scope for Hydro power generation. We need to develop more and more Hydro power plants which will increase the state economy.

          First thing which i would like to bring in to your notice that infrastructure should be well in the state whether it should be rail, road air links, because the growth of every states depends on these three factors. secondly government should start some business schemes for young entrepreneur to start new ventures and also give them some financial support through easy financing schemes.and at last there should be a equal growth in the states i mean every district of the state should be developed for that government should find out the positives points of every area and then make some plans to improve the growth.being a citizens of this state everyone should have some moral duties towards our state. which we should follow.

          I presume that the large scale investment in industrial sector in our State could not turned into targeted achievement in employment generation due to either miss matching the employability or less employment intensive investments I am therefore of firm opinion that Micro and Small Scale Industries in the region could provide more employment opportunities and prosperity to the State We should not forget that for a number of commodities of daily use we people are dependent on rest of the world All these products can be well produced under Micro Small scale industries and would surely be in the benefit of all of us.

          We know that economy of any hill state depends agriculture and tourism. In the field of agriculture Himachal is not getting to much revenue, so only field of tourism is left for us where we can work hard and make our place. For this current govt. has done some work but lot of things are left to do, like better transportation, better hotel facility, better airport and main point is security of every tourist. If we work in this field we can earn lot of revenue and boost our economy little bit. Lot of people says my giving place to industries we can boost the economy but in my point of view, ill state is mainly earn only through good planning for tourism.

          No doubt the State is more focussed and development oriented. As Himachal is a hilly terrain and a good rain fed. I strongly believe that this state can be a fruit basket of the Asia region but different universities functioning in the state needs to pull up their socks to bring new technology to farms. And good NGO should be involved to motivate the farmers to take up the projects. Govt should introduce all these projects under MNREGA and at Panchayat levels.

          The state Govt. should introduce on line work in Governmental offices as soon as possible to avoid huge wastage of money/funds. Similarly the Govt. should ask to pay taxes during IPL or other games/matches from the concerned organizers as the IPL is a purely private and money making game. Further the Govt. is spending a huge amount on Medical reimbursement. In this matter it will be appropriate to ask someone insurance company for medical insurance of all the Govt. Officers/officials/retired govt. servants.

          We must realise that basically Himachal Pradesh is an agricultural State and it would do much good if the State Govt. focuses on development of agro or horticulture based industries. For instance, the State can develop a robust flower export industry. There should be mass scale reforestation projects undertaken with the help of NGOs and other local bodies, schools, international volunteers. We may preserves water resources and forests by way of water harvesting, essential conservation of forests as well as development of barren lands by developing those in herbal gardens which should be managed by local bodies like Panchayats, Schools, Cooperative Societies. Himachal Pradesh is a peaceful state and having scenic beauty which will boost tourism industry by implanting home stay as well as development of rural hubs.

To boost the economy, it is very essential to develop various regions across the State for specialised experiences such as adventure sports, yoga etc. The monotonous tourism industry of Shimla and Manali will not sustain for long enough, if Kasmir becomes a viable option. One window system for developing these businesses is the best option to improve the economic condition.

          We should first develop our sources of income. Our Pardesh has only two major resourses of income, that are Agriculture and Tourism. The Government should establish education centers as per our resources and needs.
